Experience Mr. Castro has over 20 years experience problem solving issues related to water, wastewater and stormwater compliance. He has been involved with all levels of government from city and county to state and Federal as they related to Environmental Protection. For public works projects in Riverside, he was responsible for planning, organizing and managing compliance and field inspections of SWPPP, WPCP, NPDES, and local ordinance permit compliance. He was given the clean water act excellence award in Pretreatment Program compliance. Mr Castro is an expert in NPDES inspections related to WDRs, and SWPPP / WPCP compliance for public works, commercial and industrial construction projects. He is a member of the California Water Environment Federation Technical Certification Committee. He has been an instructor and trainer for Water Engineering Courses, Industrial Wastewater Technology and International Environmental Management at San Bernardino Valley College and University of California Riverside. He is a certified Environmental Compliance Inspector Grade IV which certifies competency at the managerial level for eliminating, reducing, or controlling wastewater discharges into publicly owned treatment works or receiving waters which could have a negative impact on aquatic life or environment. |

City of Riverside Public Works Department, Riverside, CA: Environmental Compliance Supervisor responsible for planning, leading, organizing and managing the technical work of assigned staff in the Environmental Compliance and Collection System sections (27 staff). As Field Supervisor responsible for NPDES, water quality, storm water run-off, SWPPP / WPCP inspections, and regulatory compliance programs for the City of Riverside. Plan check design, repair and maintenance of the storm water and sewer collection system infrastructure. Other duties include project management such as soil remediation, soil erosion assessment, environmental assessment, capital improvement, and emergency response for hazardous waste removal. Mr. Lamaster has extensive experience with Storm Water Compliance, Storm Water Pollution Prevention Plans and Water Pollution Control Plans. He has extensive experience working and coordinating with Caltrans and is a member of Caltrans Storm Water Task Force as a compliance and assistance inspector. He has been responsible for plan check and reviews of SWPPP documentation as well as inspection for SWPPP compliance for public works projects. He has developed, reviewed and implemented storm water pollution preventiuon guidelines and pklans, best management practices, water pollution control training, NPDES permit compliance, water pollution control manual review and development, storm water program audits, technical water pollution control bulletins. He is well familiar with Caltrans SWPPP requirements as well as AQMD requirements and manuals, and has utilized them on many of his construction projects. He has acted as a liaison for all divisions with the Environmental Protection Agency, State Water Resources Control Board, Regional Water Quality Control Boards. Project Experience “On-Call” Construction Management, Caltrans District 8, San Bernardino, CA: SWPPP Inspector responsible for inspection of SWPPP, NPDES and Environmental compliance. Reviewed the Storm Water Polution Prevention Plan submitted to the agency for use on this project. Reviewed for completeness as required by the Caltrans Storm Water Quality Handbooks and specificaitons prior to transmitting to Clatrans for their review and approval. Project audited daily for contract compliance. Richmond American Homes, Inc. an MDC Holdings Company, Irvine, CA: Regional Storm Water Compliance Officer responsible for the quality assurance of storm water compliance for all six divisions in the State of California. Oversaw Divisional Storm Water Compliance Directors to assure site compliance with all Federal, State and Local National Pollutant Discharge Elimination System storm water permits and assuring that they fulfill each role and responsibility. Assisted National Storm Water Compliance Officer with development of the national storm water program, including national training module, procedures manual, and quality assurance audits. Mr. Watson has over 30 years experience in Water and Wastewater training, complance, pollution prevention and environmental compliance. He has been responsible for developing and implementing various compliance policies and procedures for water and sewer issues. He has developed sanitary sewer management plans , ordinances, hazardous waste storage management plans and planning and organizing SWPPP, NPDES, and Environmental compliance. He has been an invited speaker for conferences by the Water Environment Federation (WEF) and California Water Environment Association (CWEA). He is a member of AWWA, California/Nevada section and was a past member of the Certification Committee for Water Distribution Operators.
